The Wisconsin Constitution, in Article VIII, Section 2, establishes that the state have a budget in order to spend revenues. Section 5 establishes a balanced budget requirement. What goes into the process of making the Wisconsin biennial budget? Come hear from members of the Joint Finance Committee on how the budget process works, from the initial budget design to the typical 4 listening sessions, and then the crafting and final passage of the biennial budget.
